Do several of the .gifs & webm videos not play?

I tried several videos and several .gif having no problem viewing using Pale Moon Version: 27.4.0 (64-bit) on TahrPup64, tahr64, 64 bit.

I've been having problems with one of PC's (its running Linux Mint 18) and old (really old) Dell Optiplex from a 2001 build.
