Puppy doesn't update/upgrade with a terminal command. Upgrading requires replacing installed files with new ones from the new ISO. Your setting are preserved in the "save" file.

Since I've never used FatDog64, don't take my word as the final say... However, it looks like Fatdog64 is Puppy based, so no it doesn't update that way. Updating Fatdog would be done the same way as any other Puppy, I suppose.
