Assuming an utf-8 locale:
iconv -f ISO-8859-1 < ISO-8859-1-data.txt | awk ....

Will the iconv-conversion produce valid data for awk ?

Yes I know about the differences.

The € -might be handy - but who needs the flyspecs? :)

One may note - that 2% seem to like the ISO,6% the Windows codepage--
the rest can do without.
