Alight, fixed it! Now, what I didn't realize at all, is that the layout map file wasn't missing - it has a different name! Now can someone verify whether your precise puppy 5.5 or other puppy has 'et' or 'ee' layout map file at /etc/X11/xkb/symbols/pc ? My puppy was looking for et - Estonia layout b...

console layout map missing (fixed, bug?)
Just after installing I launched Xorg video wizard which kind of hanged - blinking input marker at the top left corner so I pushed reset and now the et console layout map is missing. I checked in the folder, it\s not there. How do I get my Estonian layout back?
