I've confirmed that Instagram videos play in palemoon in dpup stretch 7.5. The experience with facebook and instagram is stable in the said OS i.e. it doesn't freeze after 20 minutes of looking at albums like all other previous puppies with mozilla based browsers.

I think this is a kernel issue. If dpup stretch 7.5 were to be built using the same kernel as xenialpup specified below, it wouldn't work with the dongle as well. think there might be changes is usb modswitching methodology in linux kernel. I recommend you use ext2 if you have low storage space e.g. small data partition or sd card with 6gb or less. Ext4 will eat alot of space and has no benefit for a random user.
