This is certainly a problem for me too. I'm using a wireless (Logitech) mouse and keyboard and the keyboard stops responding during the boot. So it may not be a driver order problem as such, but rather that more specialised drivers (for non-standard USB devices) aren't loaded initially. As a thought...
