The problem lies with getting access to that area of the motherboard. I did see the other day a linux laptop which uses coreboot and claims to have disabled the IME. You'd have to completely redesign and build 'puppy' -it ignores any possible bit of security -period. If you are running a multi-user or multi-computer shop, you need to use a distro which is meant for and allows that. Puppy has none of the necessary infrastructure to implement any such thing.

installpkg glibc32 glibc
although your installpkg&Co are probably hostage to glibc. So, reboot with some sort of live CD and then:
ROOT=/path/to/mounted/ partition installpkg glibc32 glibc
Are your install/removepkg homegrown or from slackware or??
