what's the best way to view the tv using this device? it will be fed a
PAL signal from my set top box.

Bit puzzled about your setup. You have Puppy, Xenialpup64-7.5, installed on what - a PC underneath the TV. You have an Arkmicro USB TV stick that you have plugged into the PC or set top box? If it is plugged into a PC with Linux then do a dmesg unplug it and plug it in again and do dmesg again to see if Linux recognises it. let us know what the extra bit about the USB TV stick states.

The output shows an ArkMicro Camera and not a TV stick? See ARKMICRO ...... PC Camera (18ec:5555)
According to this web site that item is not listed amongst the ARKMICRO products http://www.ideasonboard.org/uvc/.
I don't know if the item is or could be compiled in the kernel. Have you tried a Ubuntu to see if it works there?
