Here's a snapshot image of my Fatdog desktop where most of the screen is a tilda terminal window (except for the Fatdog tray at the bottom of screen). In that terminal window I've ssh into hashbang (my preferred ssh server) and then telnet'd back to my laptop and where that telnet session is running a free pascal IDE type ncurses program.

I can use the mouse to control things, drag windows around, resize windows, cut/paste ...etc. Reasonably responsive considering its going through a ssh tunnel between the UK and US, and then telnet'ing back from the US to the UK.

This next image is again me ssh'd into the US, and then telnet from there to mapscii (telnet mapscii.me) ... where you can zoom in/out and move around a map. Somewhat like googlemaps but much more coarse and unrefined. Primarily intended for braille users I believe.

Yet another ... where I'm telnet'ing into a BBS

All using a linux server system that is potentially <15MB (as jafadmin said, telnet and telnetd are commonly built into busybox) ... i..e I could be running that telnet server from my Bulldog <12MB system. Of course for mouse functionality you need to be running telnet (client) from a xterm/urxvt (gui) type terminal, if you run telnet from a cli terminal then you have to use the key based controls to do things.

Telnet is open .. so similar to murga-linux.com/puppy, not encrypted traffic flow. But if the content is already open then that's pretty much irrelevant.

You could set up a entirely ncurses (textual) desktop type system, that could be very light (both server and client), yet reasonably functional. I do already use quite a bit of textual content/control already as-is, so opening that up/extending to also run over telnet would be relatively simple. http://murga-linux.com/puppy/viewtopic.php?p=1041862#1041862
