If my distro specs say BionicPup32 19.03

Is that the same as version 8: bionicpup32-8.0-uefi.iso?

Or is 8.0 newer?

Yes they are the same.
Bionicpup32 8.0 started out as a different named Puppy version.
The version name got changed to Bionicpup32 8.0, but some of the internal information names did not.
Gets a little confusing sometimes, with that Puppy version.
