I tried fresh install many times and then installed the apps I need and then restart the problem appears again

It is best to do the first boot.
Make some of the major setup settings.
Shutdown and make the save.
Then boot using the save.
Now add any programs, make setting changes, etc.....

Until you make a save and are using it.
Everything that changes is stored in a RAM disk in memory.
If you have less than 4GB of RAM.
Memory can run low, if you do a lot of stuff, before making a save.

You already know how to make a save file.

How to make a save folder.
If the Xenialpup frugal install is on a partition formatted in a Linux format. Ext 2, 3, or 4.
Linux formats can have save folder or save files.
The first time you shutdown and are offered to make a save.
The process should ask where you want to put the save.
If you select the location the Xenialpup install is located.
It should give you option to make a save file or a save folder.
Choose save folder.
The rest of the process is the same.

Save file or save folder
