I'm a bit confused. On the web page, it says:

You are quite right, it is confusing.
I haven't updated the "How to compile applications for Puppy" page yet.
The best instructions for using usr_devx.sfs are on the News page.
...I'll put a temporary note about that in the Puppy from Scratched page.

After reading what I could find, I'm assuming that, in addition to the usr_devx.sfs file, I will need Puppy 1.0.5 and would not be able to use it with 1.0.4. Correct?

That's right, you need 1.0.5alpha2.
I'm getting about ahead of myself by uploading that page, as so much is a work-in-progress. Puppy Sourcerer is still some way off...
