The simple answer is that Puppy does not have the development packages and dependencies to install this program. See the requirements page. There are quite a few of them.
Many folks forget the simplicity of Puppy and that it is not a distro that is made to compile external packages easily. That's why the contributing folks here design the pupget and dotpup packages.

I already installed tinycc and sdl trying to get xmame to work but still no luck. I just wish someone who has the skill would make a new puppy with some of these already installed in place of some of the redundant programs. But I don't mind installing the packages. It just takes some time getting used to being a lifetime windows user.
