Me I like IconBase they seem to have a lot of nice icons and links
some really great links to others also you can find a bunch of gtk
themes at gnome art and another great source of EyE poppers for the last seven years! is deviant art

...By the way, i would like to know how were created the icons used for frozen theme in v2.15CE ? May someone explain ?
I don't know if Warren (whodo) created them or if they were downloaded somewhere but it would be great to learn how to do this. Warren if you read me...
