Puppy 2.14 connected OK to this common 3Com LAN card (3ccfe574bt) but version 2.16 network wizard does not.
The wizard finds the right driver 3c574_cs but it "fails to load". The card is well seated and the cardctl ident command finds it.
The wizard will go down the list trying to use other drivers. They load but don't work. I am able to successfully load the driver for a D-Link wireless LAN card, using the ndiswrapper option in the wizard.
The computer is a Toshiba Tecra 780cdm laptop.

I had the same problem like yours and find out that the directory :
/lib/modules/2.6.18.1/kernel/drivers/net/pcmcia/
doesn't exist in ver. 2.16 BUT in my old version 2.12 here was the directory pcmcia with the file 3c574_cs.ko !!
So I made a directory "pcmcia" and copy the file to this directory and ..
after rebooting what a miracle !!! Every thing OK !
