The pictures/text on screen in puppy tend to be duller/less sharp as compared to Win98 on same machine. There is a strain / effort when on puppy. Any particular reason?
I have set the screen resolution similar to Win98 at 800x600x16.

Yes there is a reason. It is the graphic driver used by Puppy and the refresh rate. I am lucky using a TFT monitor this is not an issue. But at some resolutions Puppy is not ideal. Depends on the graphics card.

Puppy uses the Xvesa Kdrive X server, which is not able to adjust the screen refresh frequency. When you run "Start -> Setup -> Xvesa Video Wizard" (which is what ran the very first time you booted Puppy), you are offered a selection of video resolutions, and there is a "MORE" button with further choices.
The Xvesa server obtains these resolutions from the video card and is able to tell the video card/chip to change to the chosen resolution, however Xvesa is not able to tell the video card what refresh rate to use. Thus, the refresh rate is whatever the video card/chip decides to use.
Now, the interesting thing is, the video card/chip may choose different screen refresh rates, depending on which resolution you choose. For example, the PC that I am using now chooses these refresh rates:

My monitor has a on-screen menu that is able to show the vertical refresh rate.
Depending on your monitor and personal tolerance level, 60Hz may be annoying. In that case, experiment with other resolutions.
I'm not certain of this, but very cheap monitors may have longer phosphor persistence so have less apparent flicker at low refresh rates.
Puppy 1.0.4+ supports the Xfbdev framebuffer Kdrive X server, which is available as a PupGet package.
Two PupGet packages actually -- the framebuffer kernel modules in PupGet package "modules_fb-k2.4.29" and the Xfbdev Kdrive framebuffer X server in package "xfbdev-v4.3.0v2-xkbd" (Pup 1.0.4 uses the 2.4.29 kernel).
Thus, you will need to download and install these packages. If the default Xvesa X server works okay, even if the available resolutions are not too good, then fine, you can get onto the Internet and use the PupGet package manager to install them. After installing them, restart the window manager, and "Xfbdev Video Wizard" will appear in the "Setup" menu -- the Wizard can also be run without X, from the prompt, just by typing "framebufferwizard".
Xfbdev has the advantage that you can set the screen refresh frequency, and may work with some video hardware that Xvesa works poorly on -- however the opposite may also be true, that is, Xvesa may work, Xfbdev won't.
Xvesa WARNING: It is likely that the video card uses a low refesh rate for 800x600 because it thinks you must have a very cheap monitor. If you do have such a monitor, like an old 15 inch that previously served as a door-stop, check the monitor specs to make sure that it can handle higher refresh rates before you try and run at resolutions above 800x600.
