As to "webmaster" or "web administrator", (am not sure which, really), maybe we can discuss the positions and roles in another thread.
For now, what am doing are:
1. writing initial Foundation pages (with some simple CMS added/tested to also aid members' publishing of images [for the Wiki] as well as own HTML pages -- will make announcement on this Nov 25);
2. has root access (for creating top-level directory, like /docs being home of documentation, and /wikka being home of the Wiki).
I guess my role will no longer expand from here. If we get to decide on one CMS later, I can help set it up then somebody else will be its admin.
Thinking about the work, dividing it if possible, and what its requirements wil be (as to skill, time input, etc) might help us invite the right volunteers.

Btw, I received pm from raffy with database details needed for the installation of php-fusion. I'm not sure where to install it (as I don't have root access at puppylinux.org), and whether it's for the frontpage of our foundation website thou... some clarification will be great
