The attached archive contains:
1.) if you use Gnome/KDE (optional)
/usr/xdg/menus/applications.menu-GNOMEPUPPY
Rename it to applications.menu if you have Gnome(2.19)/KDE installed.
NOT needed for my KDE358.sfs, as there it is included already.
Then the Gnome-menu has a structure like JWM (except help and powerdown, we need to create new XDGs for this).
Remove system.menu and preferences.menu, you don't need that.
2.) Localized Puppy (no Gnome required)
This includes:
/usr/share/desktop-directories/
Puppy-Calculate.directory
Puppy-CalculateSub.directory
Puppy-Desktop.directory
Puppy-Document.directory
Puppy-Filesystem.directory
Puppy-Fun.directory
Puppy-Graphic.directory
Puppy-Internet.directory
Puppy-Multimedia.directory
Puppy-Network.directory
Puppy-Personal.directory
Puppy-SystemConfig.directory
Puppy-System.directory
Puppy-Utility.directory
These are Puppys original files, I just inserted translations from Gnome.
So in JWM you now have arab, german and so on for the Menu-categories.
Seems not to work in Icewm, at least the old one I use.

here is an updated version of applications.menu
It integrates better the KDE-applications.
It adds some categories like "learning" or "development".
The "document" category has a new subcategory that lists all office applications, as Puppys subcategories ignore some.

yes.
The fluxbox pet has a utility to create a menu.
On my system, it generates a german menu.

Just the "internal" fluxbox entries are english.
They had to be edited in /root/.fluxbox/menu.base.
