It is interesting that tcl is not working and I would assume the program is dependent on some libraries which need adding as Puppy supports tcl
If you can tell us what message you get when running the tcl text file
#wish nameofprogram.tcl
from the console, perhaps some progress towards a solution can be made

You will need tkdesk 2.x and compile itcl, see README/INSTALL.
Older versions need an older TCL than puppy has.
Just as tips, I did not try myself, as I prefer XFileExplorer + my DragnDrop-Icons.
I used Tkdesk in 1998, when it was one of the best filemanagers as there were no good Gtk-based/other solutions yet, but since then lots has happened
