How to make a dos file for Windows 98?

Sorry this is off topic but you guys are the smartest people that I know.
When I boot my win98 laptop it asks for ndiswan.vxd That's for VPN that I will never use. I have the idea to make a dos file and put it in the system folder so that it can be found but I'm having trouble changing to .vxd There's something simple that I'm forgetting.

Thanks, but I did those things with no effect. I wanted to try a new approach.

The usual way would be...

1. Keep tapping F8 while booting, to get the options list which includes step-by-step confirmation.

2. Answer yes to every step except answer no to ndiswan.vxd

3. This will get you booted. Then,...

4. Control Panel --> Add/Remove Programs
--> Windows Setup
--> Communications

and uncheck Virtual Private Networking.
