Well China and some of South America went that way years ago, I always thought Russia did also, well the government anyways. Its all good as long as it stays Open source, I wouldn't trust much close source coding from the Russian Government or even USA Government, with all the backdoor viruses etc. As long as they provide sources to compile and we the general linux users provide people to look over the code for any leaching software, like BSD had. Then I couldn't see anything all that wrong with it. The coldwar is over but Russia/China/USA/UK still all spy on each other and governments building/releasing software to the public is always a worry just for that. But if they want to promote say free repo's and host open source code, then 100% for it. hmmm I bet Microsoft and google is in damage control right now. Well MS is a given and google, because they were/are heading towards a main linux key player and if anything has shown in the past, when the Russian Government sets their sights on something, there isn't no stopping them on the world stage.

Penguin was walking on the street and suddenly unexpectedly in front of the penguin has appeared a strange personage with the phrase: "I come in peace"...
or
Penguin was walking on the street and suddenly unexpectedly in front of the penguin has appeared a strange mountain with the flying around it flies. Penguin changed the direction of moving, but the strange mountain has appeared again. Then the penguin noticed an imitating human speech voice, which has said: "No one should know that we had a contact. Ok? I as you studied in Antarctica how to catch a fish. I'm a penguin as you. I need an another penguin's egg. Will you bring it to me?"

Could be good for the whole computer industry IF it is handled well, i.e. ethically!
There was a recent announcement that Russia's priority for 2011 is dealing with corruption [Yes, we all know about that, don't we...?] so it is JUST POSSIBLE, they actually will get some of the great Russian programmers/aka hackers, to do some useful stuff, IF they get the right mix of repo's and encouragement by example
We already have a Russian Puppy team, I believe, magerlab, melvix, vovchik, et al
Good luck guys, and keep us posted on developments!

Russia on the whole has an excellent set of programmers, you only have to chase how many games contain a couple of their companies in the animation lists
especially when you think of the quality of the gear they are using.
bring it on I say

There was an article soon after the announsment that main ( or the only?)
net provider on Yamal (one othe first region to use only linux at schools)
has no specialists on linux
http://globalsib.com/9306/
here's the lines in english
....the tech support UTEL responded that they do not have specialists who have experience with Linux. We are talking about a company that provides a wide range of communication services in several Russian regions. When asked why the company is gaining a job in tech support lay, the employee simply hung up.

Sounds like a bit of 'mafia job creation', maybe?
Sounds also like an opportunity for Puppy promotion
Maybe you could team up with other Russian Puppy users, and Rob/ecomoney, and set up an internet cafe version, or just an easy to use desktop version, in Russian, for School use?
Good luck with the new puppyRus website

i don't think that puppy will be there at schools.
there was a big project from Alt linux team - a special school oriented distribution. They made a lite basic distro with access to the whole Alt linux package base ( it can be compared to debian base).
But it's very hard to switch from windoze. You know a lot of money were paid for windows licenses. And where we have lot's of money there's always corruption. We have 2 words откат and распил. I believe these words can be like sputnik or vodka soon known as otkat and raspil .
The meaning is Kickback and cut
My wife is a school teacher and they have only one linux machine there. but they do not use it. everyone is looking for "that blue letter E " to go into web and she only knows that there are more browsers
