Conceptual Design Software

I'm looking for some software that will allow me to quickly design a small town or suburb.

It needs to have a good collection of artwork available like houses, parks etc.

Is there any such program available for Linux.

Of course it needs to be free as in GPL.

Perhaps something like Sim-City?...

I did a Google search for "linux city layout cad" (without quotes), and see that there are things like this:

So maybe there are some good GPL railroad track layout packages, for designing your virtual "city".

There is a sim-City clon called Opencity. Its a game, but it should have an editor.
