I has some ideas, you can use (if you use gtk-2.0 for input). (After the installation 4 pet packages you 'd downloaded)
Three important notes:
(1) You must have this entry in your /etc/gtk-2.0/gtk.immodules
(2) Your /root/.xinitrc may be like this:
(Add three lines before ". /etc/rc.d/PUPSTATE
(3) Put the file im-scim.so in /usr/lib/gtk-2.0/immodules/
(4) In console input this command: restartwm
(Edited for typo-errors)

Perhaps your hardware or its settings may not be compatible with m17n. To check this, boot in RAM and install the 4 pets. If you are able to type in Indian languages, your hardware is OK. In that case some of the other installed packages in your installation may be preventing the functioning of m17n. To verify this, install the other packages also in the RAM installation, one by one, checking for Indian languages after each installation. When you are not able to type in Indian languages, the package just installed is the trouble maker. This may shed more light on the problem.

here is another step I did which I don't know if it is necessary
In firefox
Click Edit-preferences-content tab- choose languages add tamil from the list.
