And how do I get/use it if I am using:
1. Windows 7
2. Any linux (Puppy Linux and Lubuntu in particular)

I have reached here
http://ftp.gnu.org/pub/gnu/emacs/
What do I do after this?

For Windows binaries, just go one directory down:

http://ftp.gnu.org/pub/gnu/emacs/windows/
[ Puppy 4.3.1 JP, Frugal install ] * [ XenialPup 7.5, Frugal install ] * [XenialPup 64 7.5, Frugal install] * [ 4GB RAM | 512MB swap ]
In memory of our beloved American Eskimo puppy (1995-2010) and black Lab puppy (1997-2011).

For Puppy you might try:
http://murga-linux.com/puppy/viewtopic. ... 82&t=61318
or (made in Lupu 5.2.5)
http://murga-linux.com/puppy/viewtopic. ... 82&t=70693
As far as I remember it was not hard to build from source

Ok it looks like I can use the gcc debugger directly from within it
But basically it looks like a text editor
but I already have Notepad++ for that
So what's the big deal? I mean, what is it's main specialty?

As in the comic above, some people just swear by it, I guess. I've never really tried it, so I can't comment. But, if you work better with another text editor, don't feel you have to use a specific editor just for compiling. :)

The big deal about emacs, in my opinion, is the possibility of use macros.

Although I don't use it, I think that feature is in notepad++ as well
