why does puppy can not install on a raw hard disk directly ?

I tried to install puppy on a raw disk,unformated,no partion,but it failed!
finally,i use a redhat 7.2 boot cd to make 3 partions,formated 2 as ext2,the left is linux-swap.when it booting ,i chose 2 ,and select program->setup->install on hard disk.this time,everything goes well! i found it's amazing.
but why should puppy has his own fdisk utilities?where is it?i can't find it,any can tell me?

It does

has fdisk & cfdisk for creating your partitions and utilities for formatting partitions with filesystems....

No gui utilities just command line ones

try option 2 when booting puppy then go to menu->control panel->pdisk drive partition manager

In answer to you post heading, no operating system can install to a raw disk, there must be some form of filesystem.

Its like trying to store your records/CDs or whatever in the middle of the road instead of using a storage facility.
