I had sometime back filed a bug report on the jusification errors when Draw is used as a pdf editor. See:

The bug was accepted by LibreOffice but not yet fixed. I would guess it's a tough one. A pdf editor is a tough one in any case, and here it's an adaptation of the old Sun extension. It works surprisingly well, all things considered, on simpler, smaller, left justified documents. Far from perfect, but I have used it on a few occasions.
The reason I'm writing now is that, having just installed the new stable LibreOffice 3.5.2.2 I can confirm it's no better in this area. (Thanks again to 01micko for the LibreOffice downloader-installer that makes it so easy.)

I had forgotten to retest but have now done so, and it looks excellent.
The test document I have attached is a difficult one, having started many years ago in WordPerfect, edited any times, imported into LibreOffice, and edited several times. It's a mix of various odd fonts and graphics so rendering is not perfect in some areas - but that's a different matter. I would say the bug is fixed - on the basis of limited testing.

The latest release of LibreOffice includes a much improved Draw, which is really useful as a pdf editor.

The same bug is back, which severely limits the ability to use Draw to edit pdfs with fully justied text. (It removes the right side justification, making it "ragged right."
I have REOPENED this bug report.

Interesting: on my decade old machine running Linux I get decent performance when importing PDFs to libreoffice. On a newer Windows machine at my work with much higher specs the performance is so rubbish as to be unusable. It takes hundreds, probably thousands of times as long to open the same pdf(s), and then to do anything in them...
