Is it possible to adjust the time that a browser waits before a "Requested server did not answer ..." as in a time out?
Or is this an ISP setting?
Also, if one is running through a proxy, that could possibly slow up the connection time and give problems.
I am kind of like the Sargent in Hogan's Heros TV show though.

Perhaps in the browser's about:config settings? There's something named network.proxy.failover.timeout that is set to 1800 in Puppy 5.2.1.90's SeaMonkey about:config. 1800 what, I don't know. There's also a network.http.connection-retry-timeout which is set to 250 and hundreds of other fun settings to wonder over.

I found the Wikipedia article right here about GPRS and it seems that you can expect a rather variable connection with this kind of service.
While I liked the initial suggestion from Aitch about using OpenDNS, (I have been using this service for a year now) I found this short post at the How-To Geek forum which indicates it is not a workable solution with your service.

Yes, I confirm that
Apparently it's due to the fact that cellular devices typically use NAT'd IPs. Check with your carrier regarding this. It only applies to 3G, though I believe that Android for phones has an app that enables dynamic DNS updating over-riding the service provider's DNS...I don't know what it is or if it could be transferred to a linux box
OpenDNS remains my preferred DNS service for broadband...in use for over 3 years with very few problems, whereas with both BT and previously Virgin, I was getting many delays/failed to connects
I've also been recommending it to many puppy users who experience 'I'm connected to the router, but can't get a browser to work' type errors and disconnects, most often caused by a failure of puppy's network setup, which assumes a router/ISP provided DNS, which isn't always the case, IMHO
