On a fully put together manufactured computer or a complete kit, I can agree with you. In my case, it is a home-build which you might not have realized. You can expect a home-build by its nature and mix of parts to require a little extra and in my case, dumb luck.
In a home-build you get to pick and choose what goes in, for good or worse.

I've been having the same issue (pup_420.sfs not found) when trying to boot from the Live CD. After a lot of fiddling I started thinking that the file couldn't be found because the filename had been capitalised (PUP_420.SFS) during the ISO burn. I went back to my burning software and tried various other settings but never did manage to get it to preserve the lower case characters during the burn (I'm sure there's a way, but I don't have the know-how).
Anyway, I finally got Puppy to boot by copying PUP_420.SFS to the desktop and changing the filename to lower case, then rebooting. When the boot loader searches the system for the file, it now finds it.

There seem to be a variety of causes of this error. In my case I had made a typo in the "psubdir=<foldername>" parameter in the menu.lst boot entry.
