Seamonkey won't update, testing url's in package mgr: all report recursion disabled and cannot download anything.

Sounds DNS related. Along with the hw involved, describe how you're connected to the internet..
Make sure you read and apply this as well.

Vodafone 3G internet via huawei K3520 modem and vf R101 dock. LAN connected to inspiron 600m laptop. no other connections.
firewall off. have installed a Ziggy*.pet. Are there 2 of them? Can't find update icon in ppm.

Wild guess here boof.
The download mechanism is hard coded to ipv4. It may be that your ISP is assigning an ipv6 address and therefore PPM is failing. Try the attached.
