I know nothing but the report on it at popular blogs.
Canonical reveals Ubuntu for smartphones

They say:

Unlike other open-source smartphone platforms (Android, Sailfish, Tizen), Ubuntu Mobile is a full PC operating system. Ubuntu for smartphones is the same as Ubuntu desktop – only with a mobile-friendly interface.

If you have a high-end Ubuntu smartphone, you can connect a display, keyboard, and mouse, and use it as a full-fledged Ubuntu PC. For all of Microsoft's talk of desktop and mobile converging, Ubuntu is the first platform to make that leap.
That would be cool but being Ubuntu you would not be root
so no way to get puppy on it in dual boot?

Tizen what do we know about that one?

Both of them in the future but Ubuntu maybe leading?

Ubuntu sits alongside the standard Android operating system, as they share the same Linux kernel. Similar to the Motorola ATRIX 4G that becomes the engine for a desktop or laptop PC when slotted into an external dock, docking your Ubuntu for Android device with a USB HDMI dock will see it automatically boot into Ubuntu. Then it's just a matter of connecting a Bluetooth keyboard and mouse and you've got fully functional desktop environment.

From what's been shown so far, the experience looks to be seamless and responsive, Ubuntu is very lightweight after all, and it seems that today's standard dual core phone can handle the OS with ease.
In fact, it appears that any Android device can run Ubuntu so long as it meets the following requirements:

Dual-core 1GHz CPU
Video acceleration: shared kernel driver with associated X driver; Open GL, ES/EGL
Storage: 2GB for OS disk image
HDMI: video out with secondary frame buffer device
USB host mode
512 MB RAM
I wonder if that will be allowed by the Google Android lawyers?
but I am a pessimist would be cool if it works. I love that smartphones
have no fan that makes noise all the time.

There exists demo of a unbuntu installation a
Google Nexus phone? the CEO himself maybe?
So look for that one I am too lazy to find it now.

WhatI long for is that we have a truly fully functional
Mobile Phone that also can work in same way my Netbook does.

I connect external Screen and external Keyboard
and Mouse and External Hd and DVD and that way
I get a small lite or light portable computer
that can do most what I need on its own while
on the move but works like a desktop
when arriving at home or work or visiting friends.

No Smart Pone is like that today AFAIK but hopefully
Ubuntu will find a hardware company that accepts to
try it out with them in near future?

A Netbook is too heavy and is noisy the fan sounds like an
angry insect or a Drone close to ear :)
