Question re downloading and power saving

If I start a lengthy download then wander off for a few hours, so much so that the Puppy PC goes into power saving mode, will it also shut off the download ?

Yes.

eventmanager to set any POWERTIMEOUT value.

pupx to set Xorg power saving mode (dpms).
