Wavesurfer is a sound editing and phonetics program written in tcl/tk. It works in Puppy, and I have packed it into a tar.gz file (Pupget is a bit too complicated for me). It installed OK as an alien package. It installs a directory to /usr/lib/.

For recording, there is an issue with some versions of puppy. You press the red button and get : failed to set the number of channels. just go to transform/convert and set stereo or 4 channels. then it works.
If anyone can find a solution to this mystery I'd be very happy.
To use it for learning a language, you could for instance analyse your own pronunciation. there are lots of visualisation aids. right click to add panes or make new configurations.
I use it to practice the french nonaspirated plosives, by listening to parts of my own speech (you could pinpoint the exact voice onset .
You can also get your intonation curves and compare with a native speaker's.
As with almost all freeware, there is little documentation.
I'm trying to learn to use it myself....
