The Numlock key in Puppy 1.x does not seem to be enabled by default.
The Numlock key in Puppy 2.10 seems to work properly, switching from numeric keys to the arrow keys.
If you are using the Xorg X server, you can enable the Numlock key by putting this line in the Section "InputDevice" section of xorg.conf (/etc/X11/xorg.conf)
Option "XkbLayout" "en_US"
This seems to enable the Numlock key, so that the numeric and arrow keys to work.
This also sets the PrintScrn / SysReq key to "Print" ... the default us layout sets the PrintScrn key to the Multi_key
The Multi_key is set to shift+Alt_R ... so to type an accented character, like
