I was getting it........I then scoured these forums and could not find the answer, actually only 2 threads that even mentioned this error. It seemed that there were a lot of people getting this error on older machines. Ended up burning to more live cds (Fluxbuntu and Gparted). But guess what, same error.
It turns out a simple googling of "0x28 hdc time out" gave me:

So the fix is: "puppy ide=nodma" when prompted for boot options.
And voila my puppy is barking on an old laptop!
Now if i can just get wireless to work!
So I figured I'd post this to help the next "Linux Noob" (my self included) with this problem.
