Never had seen an OpenWith/SendTo being a link to a .desktop file ..

Yes , in former Puppies they were almost all links to executables or shell scripts.

The ROX-Filer when using the "Set Run Action" in the right click sub-menu on a
file or directory,
then creates all these exec scripts.
ROX-Filer does not create a link to the executable.
