Interesting article. Love the part about how you don't have to throw out your old computers. I remember looking for a light Linux distro to replace XP in 2013, and Puppy was the first one I found where everything worked out-of-the-box and I've been using it as my main OS ever since. Installing puppies to HDD frugally with grub4dos (after installing it to flash stick and using that for a few months) was pretty easy, this way I don't have to carry around a USB flash stick or CD (but I still also have both as backup haha).

Very lightweight Linux distro that should not be installed on a hard disk. It should run on a live CD/USB Flash Drive.

Is a bit misleading.....a frugal install to either a hard disk or a usb flash drive is probably the way most people use Puppy - what isn't necessary is to do a full install as a frugal install has many benefits and no real disadvantages.

Puppy Linux minimum hardware requirements

Extremely lightweight.

233MHZ processor
128MB RAM
512MB free hard drive space to create an optional save file.

This really depends on what version of Puppy you use.

The newest Puppy versions are setup for much more powerful processors.
K7, Pentium 4 and much newer, to the latest ones.

The newest Puppies need a minimum of 512MB RAM.

The save can be placed on any storage device.
It is your choice when making the save.
Usually save is placed in same location as Puppy install.

Example:
Multi-session CD/DVD can have Puppy and the save on it.

There are many Puppies that can be tried and, also, their relations. One relation is Fatdog64 and that is in Distrowatch. The main page for it is:

Puppies are made using a specific build process (woof.c.e) that automates much of it.
Fatdog is build in a more traditional manner. Whilst I don't like the default wallpaper there are others in the settings. It is designed for a frugal install and anyone who tries it will not be disappointed.
