Dvorak keyboard layout

I have been using Puppy for many years and have always used the Dvorak keyboard which has been an option at first load. Of late some of the versions have accepted the option but when booted have opened with the normal querty layout and shown that the dvorak layout is selected but not loaded
I am using Quirky Xerus 64 8.3 at the moment and it on original selection used the Dvorak layout but after changing the resolution via xorg I have not been able to change the layout from Querty. I have a switchable Dvorak keyboard but after so many years of not having to switch it over I find myself.putting wrong passwords into various sites because I am using the dvorak layout but the actual letters are from the Querty setup.
I wonder if anyone can suggest an answer to the problem.

Just an addition to the above,if I exit to the commandline any entries I put in work properly on the preset Dvorak Layout but after using the Xorgwizard to get back to the desktop the Dvorak has dissappeared back to Querty.
Must be a message there for the boffins.
