Could someone try using pfix=nox option to boot one of the newer Puppy versions and see what it does.
It should make Puppy boot to a prompt and not start X-server.

I have tried it in Xenialpup 7.5 and Slacko 6.9.9.9 and it seems to still start X-server.

I want to make sure it is not my setup causing this.

Tried in the following pups, all Frugal installs, Grub4Dos bootmanager, i5 based laptop (Fujitsu S761). Works (boots to command prompt, xwin then starts WM) in all cases.
LxPupSc 18.01 +4T, 4.14.13 64-bit kernel
ArtfulPup 17.11 +10, 4.14.13 64-bit kernel
xfce-xenialpup64 r5[fixed], xenialpup64 7.5 based with 4.14.13 64-bit kernel

Apologies for the monolithic kernel but it is the only huge kernel I have right now with the kpti patches in.
Pups currently in kennel :D Older LxPupSc and X-slacko-4.4 for my users; LxPupSc, LxPupSc64 and upupEF for me. All good pups indeed, and all running savefiles for look'n'feel only. Browsers, etc. solely from SFS.
