Is the html help viewer in the new pups better
yes, it's a different program

you can view the Help files in Firefox (or Mozilla or Opera) ... it's much nicer ... a bit slow to start Firefox just to view a help file though

paste file:///usr/share/doc/index.html in the Firefox url box, and add the page to your bookmarks

the Puppy version i'm using has Mozilla Composer and Bluefish html editors

Yes, you can edit html with Mozilla composer.
