At the very least, the /root directory should be able to be preserved - my current ~/.config is c.170MB, and starting fresh to reconfigure every application from scratch is not trivial, even if it's not straightforward to upgrade/preserve installed application binaries (which are the least of the problem); furthermore, soft links build up over the years and these should also be preserved.
However, it doesn't look as though I'm going to get much help here except for being told "you're wrong". So I'll get on with it all myself.
