How to burn DVD_NTSC.img for stand-alone DVD player

I've been using Pburn for making DVDs from sites such as
youtube without problem, but wasn't able to do it with a
large .img format video download.

I tried "Burn iso to Cd-Dvd" and it worked perfect.
A 4.3 Gb high quality DVD with all menu options.

Burned in 15 minutes using a speed of 5 on my laptop.
Verify takes about same time.

Do you mean you used Menu -> Multimedia -> Burniso2cd in Puppy to burn the iso?

Yes, I used Burniso2cd (DVD), but I think the image may be UDF
and not iso?
It has the icon of a gear, not a disc.
Haven't run across something like that before.
