If nothing is on the hard drive there is nothing to run the computer.
If you boot using a Puppy live CD or USB flash drive, it should work.

Good idea when you partitioned.
In Gparted flag the first partition boot.
There is a better boot loader to use for Puppy.
It has been tweaked for how Puppy works.
Grub4dos
Just get running with a version of Puppy.
Booting with a live Puppy CD or USB is a good way.
Run Grub4dos Bootloader config (Usually found in menu->system)
It will find all operating systems on the computer and make a boot menu.
Just use the default settings as you run it.
Install the boot loader to the MBR of the hard drive.
Reboot with no live Puppy CD or USB.
Should see boot menu with entries for the operating systems on the computer hard drive.
Not sure what exact version of Puppy you may be doing this from and what version of Grub4dos it will have.

Grub4dos config always makes a menu entry for Windows, even if it is not there.
You can edit the menu and remove the entry if you like.
