Actually heard about this before, the idea of reusing a virus to patch under threat systems is not new, the hidden secret on who how and why doesn't scare me so I think its a friendly gov or security group reducing a known threat. To me we will be seeing more of this BEFORE big brother makes extreme moves that tip its hand from our freedoms.
That it made news is even more of an issue and likely a trial ballon on public reaction.

The last paragraph tells me "backdoor alert". Thus nah, its still malware, but with a smiley-face.
