There has been the need for a number of serious fixes done to the 4.13.x kernel talked about both on kernel.org's threads and between their people and other Linux User Groups. Linus himself has got noisily involved, that's how important it is to him.
If you are using a 4.13.x kernel pre 4.13.12 it has been sugested in the threads that you should upgrade to that at least this if not into the 4.14 stream.
BTW, the 4.13.12 to 4.14 diff list has 23241 files changed (, overall there are 652169 insertions and 377892 deletions in it) so could I sugest you considering an upgrade to it if possible?

4.13 seemed fine in the limited environment of Puppy - single user, desktop, run as root....
