CTparental is one of the best tools for filtering access to web content. The fact that it provides an easy to use web interface means anyone can administer it. No deep knowledge of Linux internals is required. The tool can be installed within 5 minutes and ready to use. It is a productive tool for kids and students, and even in a corporate environment. You can save on bandwidth by restricting access to sites like youtube and torrent which are BW intensive.

Startpage web search allows you to use adult-content filtering. Privacy & Safety settings here :

For adult-content filtering, there is also CleanBrowsing : https://cleanbrowsing.org/
It is a dns-based solution. You have to use their dns servers, which are :

Family Filter :
Blocks access to all adult, pornographic and explicit sites. It also blocks proxy and VPN domains that are used to bypass the filters. Mixed content sites (like Reddit) are also blocked. Google, Bing and Youtube are set to the Safe Mode.
IPv4 address: 185.228.168.168 and 185.228.168.169

And

Adult Filter :
Blocks access to all adult, pornographic and explicit sites. It does not block proxy or VPNs, nor mixed-content sites. Sites like Reddit are allowed. Google and Bing are set to the Safe Mode.
IPv4 address: 185.228.168.10 and 185.228.168.11

Note : adult-content filtering is for young children, young enough to not know how to change settings.
