I use StretchDog, and source.list has a very slow mirror : ftp.ca.debian.org;

If you find updating and upgrading is slow, then you should try finding a faster mirror with The Debian mirror redirector service at http://httpredir.debian.org/ takes the place of a mirror in the Apt repository listing and will automatically point you to the best available mirror, as well as handle load‐balancing between them, and offer clients faster downloads in parallel from multiple mirrors at the same time.

It looks like this :
deb http://httpredir.debian.org/debian/ stretch main contrib non-free.

First use of http://httpredir.debian.org/ will be slow, but it is looking for fastest mirrors in your area.

Specific to Ubuntu and derivatives, there is apt-select.

https://github.com/brodock/apt-select/releases/tag/0.1.0

https://github.com/brodock/apt-select/releases/download/0.1.0/apt-select_0.1.0-0_all.deb

Type apt-select in terminal and it should rewrite your source.list with fastest mirrors.

What version are you using?

Mine says, "deb http://deb.debian.org/debian/ stretch main contrib non-free" which redirects, I think based on your ip number's location.

A little besides the subject of fastest mirror:
For me "apt-get update" is sometimes slow because of the (included in Stretchdog) ubuntuzilla repository, it's in /etc/apt/sources.list.d/seamonkey.list
If you don't need it, just remove that file and updating package lists will be faster.
