What Windows installer are you talking about?

All the installers are for installing Puppy.

There are several open source programs that can run in Windows, that can be used to install Puppy to a CD or USB flash drive. (live install)
If the only OS you have is Windows, a Windows program is all you can use.

Puppy does have the program Lick.

Can run in Windows, and install Puppy to the hard drive, alongside Windows.
Both OS's on the hard drive.
Again, if Windows is the only OS on computer, an install program has to be able to run in Windows.

After you can boot to a working Puppy.
Usually by using a live Puppy USB flash drive or CD.
Puppy has all kinds of installers to install Puppy to any device.
The things they do not tell you, are usually the clue to solving the problem.
When I was a kid I wanted to be older.... This is not what I expected
YaPI(any iso installer)

Mmm... In my opinion, using Windows Installer will help users who familiar with Windows to use Puppy Linux
