Last time I changed to a new puppy (now xenial-64) I logged into the freenode web site... all good.
This time I am unable to because: "
Could not connect to the reCAPTCHA service.
Please check your internet connection and reload to get a reCAPTCHA challenge.
I click on reCAPTCHA it has no effect.
So I attempted to enter "/connect chat.freenode.net 6667 user:password" in hexchat. As suggested in the "HELP" pages of freenode. I got: Unknown Command. Try /help
I used: "/msg NickServ REGISTER password youremail@example.com" As suggested by freenode. I get Not connected. Try /server <host> [<port>]
So I try: "/server chat.freenode.net 6667" and I get:

* Connected. Now logging in.

* *** Found your hostname
* *** No Ident response

And cycles through that until I close hexchat.
I also tried the SASL method for hexchat as described by freenode and that made no difference.
Has freenode been taken over by big brother or is there something I am missing in my understanding of irc?
