IrfanView-454p.sfs package

I assembled an IrfanView-454p.sfs package.

Includes EN, DE, HU languages and many plugins.

I tried to minimize the runtime environment, However. the package size is 139 MB.

Tested with Puli 7.3. Opens from the Graphics menu. I think other puplets can run it, too.
