Package Manager Installable packages list empty.

I downloaded and installed the skype 1.3.0.53 pet.
Install was ok, but a message said no menu entry made.

I wanted to verify if QT was installed on my PC, but when I start the package manager the left pane (installable packages) is empty.
Also the right pane (installed packages) is empty, altho I had dot pups installed.

How can I repair this package manager situation?

Strange
I installed Skype and qtlib in usr/local
So had to reboot and got a list now in the left pane, but different as before and skype as being installed in the right pane.

What has been happening here.

When you installed 2.16, did you upgrade from an earlier version of Puppy? Just a thought. I don't know if it means anything.
